Synopsis:

This police station on China's North Korean border is much like any other small town Chinese police station. As representatives of the Chinese government, the young policemen spend their days upholding the law, preserving the peace and supervising the lives of the local residents. As they carry out their duties, they meet up with a motley group of characters:

- A scrap collector working without a license is detained at the police station and forced to make a humiliating apology.

- A mentally ill man known for making false reports to the police calls the station to report a dead body in his house, but when the police arrive, they find that the "body" is nothing more than a pile of clothes and blankets.

- A robbery suspect who appears to be mute undergoes a physically abusive interrogation but refuses to confess. In the end, because of a lack of evidence and the man's inability or unwillingness to speak, the police are forced to drop the charges and release him.

Later, in the course of investigating a murder, the police apprehend three peasants driving a truck full of stolen lumber and bring them to the station for questioning. After an all-night session involving interrogation and beatings, the men break down and confess. The only reason they turned to stealing, they tell the police, was so that they could afford to buy New Year's presents for their children.

As the end of the year approaches and senior officers retire from the force, competition for promotion among the younger officers is fierce. One young officer who lacks the political connections and money to bribe his way into a senior rank is especially embittered. The night before he must leave the force, he gets drunk and vents his anger and disillusionment to one of the senior cadres.

Soon the older officers have departed, leaving empty beds that will soon be occupied by new recruits. Chinese society, in all of its absurdity and pathos, marches onward, but the machinery of the state seems stuck in place.
